That quote from Coleridge’s The Rime of the Ancient Mariner aptly describes the situation with cyber metrics: we are awash in data yet have trouble measuring cybersecurity, particularly at the national level.  In this webinar, Michael Daniel (CTA), Jason Healey (Columbia University), Wade Baker (Cyentia), Chris Wysopal (Veracode), and Alex Pinto (Verizon) will discuss this long-standing problem and what we can do about it.  The panel will examine what makes for good ecosystem metrics, which ones would be both informative and practical for a whole country, and how we could use them to inform decisions at the national level.  We’ll also talk about what might be some good news for cyber defenders when you start looking at some the proposed metrics.  While we may never be able to measure cybersecurity with precision, metrics can make our decision-making processes better.

The Cybersecurity Information Sharing Act of 2015 was the culmination of more than five years of work. Someone reading the statute now might think the activities it authorizes are rather pedestrian. Yet, concerns at the time were significant enough that the statute included a sunset clause for September 30, 2025. Over the past decade, this statute has come to underpin a broad array of cyber defense activities among federal entities, private entities, state and local governments, including those providing utility services like electric, natural gas, or water services. At the same time, the protections built into the statute and subsequent implementation guidance to address concerns spanning privacy, moral hazards, law enforcement worries, and regulatory fears have largely proven sufficient. Yet the road to reauthorization will not necessarily be smooth.

From that idea, the Cyber Threat Alliance was born. While CTA has grown and changed over the years, we have remained true to the founders’ vision for making threat intelligence sharing work at scale in the cybersecurity industry. Michael Daniel will moderate a discussion between the founding CEOs, Greg Clark, Mark McLaughlin, Ken Xie, and Chris Young, exploring what prompted them to create CTA, what lessons they learned from this effort, and how organizations like CTA need to evolve to stay relevant in the next 10 years.
